Oregon law requires dogs to be on a leash at all times, including in parks, except in designated off-leash areas. Merely calling the dog a “guard dog” does not protect the owner from liability. In addition to bites, the owner can also be responsible for injuries caused when a dog trips, frightens, or knocks someone down. Normally, the homeowner’s insurance of the dog owner covers the injuries.
